The 2021 winter “stormageddon” caused Brazos Electric Cooperative in north Texas to owe $1.9 billion to the Electric Reliability Council of Texas. The Cooperative filed for bankruptcy in March 2021.
ERCOT has since been working with Brazos Coop to find a way to provide electricity service at affordable rates to their customer base. A bankruptcy hearing made it clear that Brazos will be settling what they owe and in turn this means prices and TDSP charges will be changing.
What this will do is to likely increase prices in the Coop’s service territory for the time being and possibly open up the area to deregulated competition.
What is a Coop and How Does it Work
An Electric Service Cooperative generally conducts business as a non-profit entity. These Coop’s operate as a non-profit in order to provide electric service to communities at an affordable price. As a generation and transmission Coop, Brazos represents one of over 66 different Coops like it in the U.S. There are not too many of these types of electric generation companies that operate as a Coop that also execute their business in a way to offer cheap electricity.
In Texas there are specific Coops that do similar work like Brazos but Brazos is the largest of all of them with over 1.5 million customers. There are distribution Cooperatives that Brazos sells wholesale power too. These 16 cooperatives relied on Brazos but this has drastically changed as ERCOT works to keep electric service coming to their customers while determining with them how they will pay their debts.
Since the cooperative members are not able to change electric companies they can reap the rewards of saving money if the coop is able to execute their business well. If the execution goes haywire like it did the winter of 2021 then they end up passing on much higher costs to their electric service customers.

Coop Bankruptcy Makes Brazos Consider Options
Brazos bought wholesale electricity out of necessity during the winter 2021 storm at a very high price of $9,000 per megawatt hour because there was not enough supply. This price is multiple factors more than what would be reasonable to purchase power at.
The Cooperative has made a legal point to say that ERCOT did not follow protocol and charged them more for the electricity then what the rules say. There was debt owed and ERCOT remained steadfast in making plain that the debt must be paid. After about 18 months the government and the Cooperative developed a structure to pay down the debt.
Brazos will be selling their power plants and will change their business to be a transmission company. There is also a $140 million fund created to help customers who are having trouble paying their electric bill.
This plan that ERCOT and Brazos agreed upon allows hundreds of millions of dollars to be saved by Brazos and might mean their territory gets opened up to electricity deregulation. In the case of retail electric competition there will be many choices available for choosing an alternate electric provider.
How Will This Deal Affect Texans?
These drastic changes means that the Waco Coop will no longer be generating electricity. The generation power plants will be sold and the wholesale electricity will be sold through whatever company buys these power plants instead.
Electric rates will most likely go up depending on where the market is at when people begin choosing competitive rates. Brazos will no longer be a distribution company so the TDSP charges will change.
